美國傳統基金會發表2019年全球經濟自由度指數報告，澳門排名34。這些排名一直沒太多人關注，今次不同的是，報告提到澳門特區政府的廉潔程度，由去年36.4分，跌至今年33.2分，比內地49.1分還要低。

2019年澳門回歸20週年，也是關鍵選舉年，將迎來第三位特首，估領袖遊戲漸入高潮。到底新特首需具備什麼特別能力，最重要解決什麼問題？以現況觀之，不論誰當新特首，最重要有改革的決心及能力，革除特區政府20年積累下來的陳規陋習，實行大換血，從新上路。

11月的澳門，聚焦特首崔世安發表2019年施政報告，這是他十年任期最後一份完整的施政報告。結果一如往常，只將幾年來的報告修修改改，翻叮又翻叮，對公屋、交通、醫療等重點，冇願景、冇政策、冇晒符。難怪市民戲言，2019只有“70周年國慶”、“回歸20周年”的雙慶活動，至於世界旅遊休閒中心、中葡平台、大灣區、一帶一路、宜居城市、經濟適度多元、特色金融、5大長效機制等，社會早已麻木甚至反感，澳門需要一個實幹政府，唔好一味靠吹及口號。施政答問、辯論議題重覆又重覆，乏善可陳，反倒有3個爭議值得關注。

基建是不同時期各地政府都高度重視的領域，近年中、港、澳樂此不疲，大型項目一個接一個，冀成經濟亮點及增長點。然而，不同地區的發展結構、階段不同，基建不是萬靈藥，建得其所才具社會效益，否則只放煙花變大白象，澳門教訓不少。

輕軌工程剪不斷、理還亂，審計署九月中發佈輕軌工程第四份審計報告，揭示短、中、長期的計劃及估算，500億未封頂；澳門線無了期，單氹仔線通車效益低下；運建辦長期逃避交代整體計劃詳情、造價，傾向以“邊做邊改”、“判給後才公佈造價”的方式，營造“沒有超支”的表面現象；其辦事不力是工程延誤其中主因等，劣政如此不叫人意外

2017年8月23日，特大颱風天鴿肆虐澳門，奪走了10條人命，200多人受傷，滿目瘡痍，斷水斷電斷網絡，小城變廢墟，慘況歴歴在目。

暑假的澳門熱火朝天，政壇同樣火爆，政治事件浪接浪，單七月，便鬧出貿促局投資移民變相濫發身份證，非凡2億公帑債務凍過水，輕軌車廠判給計錯分要重批，巴士公司合同秘而不宣續約15個月，火葬場、危險品臨時倉庫選址惹爭議，加上逸園狗場結業所引發的格力犬安置鬧劇，無一不叫澳人擰頭。

澳門違規的士越趨猖獗，澳人怨聲載道，最近臭名遠播，接二連三爆出性騷擾、禁錮及勒索乘客等惡行，受害的台灣小姐冠軍、香港一家四口等事件上了網，澳門形象插水未止。正在立法會細則性審議，俗稱“的士規章”的《輕型出租汽車客運法律制度》法案，無疑可解決部分違規問題，但核心的發牌、競投制度不改，必將留尾巴，須有如網約的等新的開放制度，方可解除核心困局。

“他們誤解我們了。”一位年輕的的士司機稱，“並非全部人都是壞人。”
