Secretary: Restructuring of IACM to be completed this year

Within this year, the government will complete the restructuring of the Civic and Municipal Affairs Bureau (known in Portuguese acronym as IACM) functions by namely transferring its management roles in cultural and sports activities to the Cultural Bureau and Sports Development Board, the Secretary for Administration and Justice, Sonia Chan Hoi Fan, told media after attending a sub-committee meeting in the Legislative Assembly yesterday.
The restructuring, a major initiative for the new government to simplify its current governing bodies, will see the Bureau retain its functions of monitoring food safety, quarantine affairs and other municipal management tasks, Ms. Chan said.
The official also noted that there has been no position transfer made yet at the bureaux under the Administration and Justice domain.
She was responding to reporters regarding the status of the position held by IACM’s vice-president Lei Wai Long. Mr. Lei had his position at the Bureau suspended following an administrative probe in 2013 that concluded he had ‘violated civil servants’ discipline’.
As noted by Ms. Chan yesterday, judicial procedure is still underway regarding the alleged disobedience of IACM’s former president Raymond Tam Vai Man and Mr. Lei, a case that was tied to the perpetual lease of burial plots to a legal adviser of former Secretary for Administration and Justice Florinda Chan.
