澳門多年前定位為世界休閒旅遊中心，單從旅客數字，澳門確是世界第一博彩中心，但距“國際”長路漫漫，離“休閒”更似越來越遠。澳門旅遊面對諸多問題，政府多年未有應對之道，早前統計局數據顯示，旅客對大部分酒店服務及設施、旅行社及博彩服務等旅遊業相關服務的滿意度均下跌，紅燈已亮，須對症下藥。 

踏入2018年的頭兩個月，澳門已處多事之秋，政府施政有叫社會摸不著頭腦，也有怨聲載道。

2018將是艱難年頭，經濟範疇有兩大焦點，一是賭收會否迎來又一波高速增長期；樓價再創高峰還是回落；兩樣都是結構性的複雜問題，現階段看不到政府有何解困靈藥。 

一月是澳門最忙碌月份，聚焦月中特首發佈的明年度施政報告。

澳門特區政府毫無預告下，突然與阿里巴巴集團簽署《構建智慧城市戰略合作框架協議》，阿里將為澳門建設“城市大腦”，社會高度關注。講了多年的智慧城市建設，終邁出重要一步。然而這僅是開始，技術對澳門從來不是最重要的，有錢也非萬能，關鍵仍是當政者的人腦智慧及心態。
