Trial of former public works directors to start on November 4

The trial of former Land, Public Works and Transport Services Directors, Li Canfeng and Jaime Carion, and businessmen, Sio Tak Kong, William Kuan and Ng Lap Seng will start on November 4, 2022, TDM Radio reported.

The case involves 21 defendants and will be tried in the second criminal court starting from 10:00 am on November 4.

The defense of Li Canfeng, former director of Public Works, is in charge of lawyer João Varela, with former DSSOPT Director, Jaime Carion, will be defended by João Miguel Barros.

Businessmen Sio Tak Hong, Willian Kuan and Ng Lap Seng will be defended, respectively, by lawyers Leong Weng Pun, Roberto Ngan and Leonel Alves. Lawyer Pedro Leal defends businessman Si Tit Sang.

Judge Lou Heng Ha will lead the proceedings.

Li Cafeng is accused of a crime of secret association, in conjunction with the crime of criminal association, 11 crimes of passive corruption for an illicit act, 10 crimes of money laundering, 1 crime of falsification of documents and 4 crimes of the inaccurate declarations, according to the public broadcaster.

Businessman Sio Tak Hong is accused of a crime of secret association, in competition with the crime of criminal association, 2 crimes of active corruption, 5 crimes of money laundering and 4 crimes of forgery of documents.

Businessman Kuan Vai Lam is accused of a crime of secret association, in competition with the crime of criminal association, 3 crimes of active corruption and 3 crimes of money laundering.

Meanwhile, businessman Ng Lap Seng is accused of a crime of secret association, in conjunction with the crime of criminal association and 4 crimes of money laundering.

Jaime Carion, former director of Public Works, is accused of a crime of secret association, in concurrence with the crime of criminal association, 5 crimes of passive corruption for an illicit act and 6 crimes of money laundering.

It was also reported that Miguel Wu is accused of a crime of secret association, in competition with the crime of criminal association, 2 crimes of active corruption and 2 crimes of money laundering.

Li Cafeng was arrested in China in December 2021, Sio Tak Hong and Kuan Vai Lam were also arrested at the same time in Macau, while Jaime Carion has been absent from the SAR for several years.

At the time the Public Prosecutions Office revealed it had analysed an investigation report released in 2018 by the Commission Against Corruption (CCAC), which revealed the existence of infringements in several construction projects carried out in Macau.

Li headed the DSSOPT between early 2015 and late January 2020, while Carion left his post at the DSSOPT in 2014 after serving as a civil servant for 36 years.
