David Chow urges for fair competition in future gaming concession tender

David Chow Kam Fai, the head of gaming company Macau Legend and a member of the Chief Executive (CE) Electoral Committee, told the media today that he hopes the future gaming concessions tender is a “fair competition”.

“I am already 70-years-old, but if [gaming concessions tender] is a fair competition, I think everyone will be interested in participating,[…] But there are already six gaming operators now, how to reshuffle the cards for gaming concessions? Thus the Macau government should better research this issue int he future,” Mr, Chow said on the sidelines of the question and answer session of CE candidate Ho Iat Seng.

Mr. Chow said that the most important in the gaming industry is not the number of gaming concessions but their management.

“I think Macau should only have one gaming concession, which belongs to the Macau government, and a gaming operator should work as a management role. If you do it well, then go on; if you do it badly, then [the government] should take it back, […] I think it is important to separate investment and management. Many people are rich enough to invest in the gaming industry but the government should open and let professionals assist the better development of the gaming industry,” he added.

“I think the government should find a situation way for Macau. [The government] could grant whatever gaming concessions it wants but you should have a reserved space, you should not grant licenses to gaming operators for 20 years and it is unreasonable for the six gaming operators to share economic benefits in Macau,” he emphasized.
