New construction waste fee regulations to be enforced on Jan 17, 2021

Regulations introducing new construction waste collection fees intended to reduce the volume of waste deposited in the local landfill will start being enforced on January 17, 2021, a dispatch published today (Monday) in the Official Gazette indicates.

The new regulations were announced last week by the Executive Council, with Secretary for Administration and Justice André Cheong Weng Chon indicated that the new standards intend to alleviate the “enormous pressure” placed in the last year to the local construction material waste landfill.

Vehicles transporting construction material waste for disposal will also only be able to access the waste landfill with prior authorization for disposal issued by Environmental Protection Bureau (DSPA), with deposit fee amounts calculated according to the nature and weight of the waste to be deposited and established by the Chief Executive.

As an example, construction waste above 0.2 cubic metres discarded without authorisation in a different location a fine from MOP50,000 (US$6,261) to MOP200,000 could be issued.
