Seac Pai Van LRT line construction initiated, conclusion projected for 2023

Following a repeat of the required public tender, local authorities have granted a MOP938.6 million (US$117 million) contract to China Road And Bridge Corporation for the construction of the Seac Pai Van Light Rapid Transit line, with preparatory works already ongoing.

According to information from the Infrastructure Development Office (GDI), the main construction is expected to be concluded in December, 2023.

The project will include the construction of the new 1.6 kilometres line, two LRT stations in Seac Pai Van and in the future Islands District Medical Complex public hospital, plus respective viaducts and overpasses for pedestrians.

The construction are will cover the sections of the Rotunda de Lótus Flor de Lótus, Estrada Flor de Lótus, Estrada do Istmo, Avenida de Lok Koi, Rua de Seac Pai Van and Avenida da Fraternidade.

For tree removal works, traffic on the right-hand lane south of Estrada do Istmo will be restricted in the period between October 25 and November 15, 2021.

The first tender was carried out in July 2020, with a total of 10 bidding documents submitted to the government, however, it was cancelled after authorities considered that the budgets and deadline proposals were not feasible or in line with the official prerequisites demanded.

In May of this year, the GDI re-invited tenders for the project after modifying the evaluation criteria for proposals and requesting bidders to take into account any additional time required for the supply and installation of the rail’s driving system when proposing the overall construction time for the project, with a total of 11 bids received.

The new bids propose prices from MOP908 million to MOP1 billion, with completion deadlines between 638 and 760 working days.

The Seac Pai Van Station, located on the Seac Pai Van Road, will have accesses on both north and south sides and a pedestrian overpass that will connect to the pedestrian overpass existing in the Seac Pai Van public housing complex.

The Islands Medical Complex station, located on Estrada do Istmo, will have accesses on both east and west sides and an overpass for pedestrians that will connect to the entrance of Hospital das Ilhas. In addition, through the correspondence station that will connect to the Hospital das Ilhas Station, passengers will be able to access the Taipa Line.

A MOP10 million contract has also been provided to the Civil Engineering Laboratory of Macau (LECM) for Civil Construction Quality Control Services, with a MOP59 million contact handed to Consulasia – Consultores De Engenharia e Gestão, Lda. for inspection services.
