Macau | Eight pre-handover laws to be expressly abolished

Macau (MNA) – Eight laws from the Portuguese administration, from the period of 1988 to December 19, 1999 will be expressly abolished, according to the Head of the First Standing Committee, Ho Ion Sang.

In the first round of discussions about which laws were to be kept and which would be abolished, Mr. Ho said that in total, 275 laws will be scrutinised for its usefulness to the current administration, as some may be obsolete.

Although there were not many details revealed on which pieces of legislation will be kept and which will be rendered obsolete, bills protecting vested rights, and the legal status of Macau residents will be protected.

In addition, Mr. Ho said that there are several complications in terms of revising the existing legislation, namely that there were supplementary regulations involved that require discussion.

This is the second phase of a process to revise legislation, with a similar bill having been introduced in 2017 to repeal 472 laws and decrees established between 1976 and 1987.

During a Legislative Assembly discussion, several lawmakers such as Song Pek Kei also raised the issue of the government having to clarify which decrees or articles will be repealed and asked the government to clarify which decrees are still applicable and, in cases where the laws are not completely revised, whether the revised legislation will be republished in the Official Gazette.
